The Below 100 Program is designed to drastically reduce law enforcement Line of Duty
Deaths (LODD's). The Below 100 Program specifically addresses the operational areas
of law enforcement that contribute to the greatest number of LODD's, but are in large
part preventable. The Below 100 Program is an effort to instill a vulture of safety
in law enforcement agencies that will progressively reduce national LODD's to Below
100 annually.

The COLT M4/M16 Armorers course includes the M16 family of weapons, and all its variant
including the M4, the AR15 and 9mmSMG. Course length is 24 class hours over 3 days
with no shooting included. Day one (1) includes history, nomenclature, theory of operation,
complete field disassembly, and parts identification. Day two (2) includes the removal
and installation of barrel and front sight assembly, design changes and parts interchangeability,
head space and firing pin protrusion testing, written test, practical exam and graduation.
Graduation Requirements: Students must demonstrate proficiency in the following areas: disassembly, reassembly,
identification of mechanical deficiencies and corrective actions. The student must
also attain a score of 70% or better on the Armorer Written Test.

The Corrections Training and Evaluating Program is an extension of the corrections
selection process. It combines pre-field training with objective evaluations to ensure
that the standards of a competent corrections officer are met. This is a 40-hour course
designed for experienced corrections officers to learn the "new job/task" of becoming
a Corrections Training Officer - CTO. The program will emphasize the CTO's role in Coaching,
training, and objectively evaluating the recruit officer as they "earn" the right

This full week, hands on course is designed for police officers wanting to improve
their knowledge regarding their ability to recognize and collect physical evidence

This is a two-day course designed for law enforcement instructors and instructor supervisors,

The PPCT/HFRG Threat Pattern Recognition Use of Force (DT) Instructor Course, is the
first subject control system developed through tactical, legal and medical research.
Tactically, the system addresses the most common types of resistance that officers
may encounter allowing the instructor to maximize training on job related techniques.
Legally, the PPCT System teaches a simple use of force continuum that clarifies the
appropriate force level for every level of resistance. Medical research was conducted
on every PPCT technique to refine technique efficiency and to ensure the medical implications

The PPCT Sexual Harassment and Rape Prevention (SHARP) course has been specifically
designed to meet the needs of women when control methods and assault prevention methods
are required. Principles and strategies for effectively reducing the likelihood of
assault through actual techniques of countering an attack are stressed in this program.
Utilizing efficient and effective methods of subject control that do not rely on size

This training program deals with a practical and simple way for the officer to defend
against a subject with the edged weapon. The need for this training became especially
clear after the events of September 11, when terrorists took over planes using box
cutters, which is basically a small knife. Also, the training shows the officer how
the edged weapon can be used in a self-defense situation as an emergency backup weapon
when the primary weapon system is not available.

This basic level Tactical Emergency Casualty Care (TECC) course was developed from
the military Tactical Combat Casualty Care (TCCC) training. TECC is adapted to provide
non-medical operators with battlefield proven trauma care information and techniques.
This training increases the likelihood of survivability for casualties of significant
trauma due to hostile action, particularly penetrating trauma. This course has recently
been modified and shortened to concentrate on critical information and skills. Written
testing is no longer required and the amount of lecture has been reduced significantly.
The majority of the course is practical application. Students will be emailed an electronic
version of the military TCCC Tactical Combat Casualty Care Handbook to study prior
to the course. This course will include a bandaging system as well as a tactical tourniquet
that each participant can take back from the class.

This program presents a practical way of surviving an ambush. The officer will be
able to identify the signs of an upcoming ambush, which provides an opportunity to
avoid it. The practical application of concepts of baseline, above and below baseline
