Non-Employee Injury & Emergency Guidelines

Summary

A non-employee includes students, clients, and visitors. Injury situations include accident and premise exposures, auto and shop/lab accidents, and clinical situations. The information contained in these guidelines is not about the administration of first aid rather about how to handle and react to emergency and injury situations to reduce potential liability. Delta College is insured for liability only; it does not carry medical coverage for non-employees.

Procedures

I. Staff Instruction – General

    1. Emergency notification information will be posted within shops and labs.
    2. The department supervisor or faculty is responsible for ensuring staff members, including student employees, are made aware of the Non-Employee Injury & Emergency Guidelines through orientation, handbook, on-line procedures, or other means of communication.
    3. Refer questions regarding first aid and emergency procedures to Public Safety, ext. 9112, N102, located at Main Campus, first floor near the East entrance.
    4. Refer all questions from the injured, department supervisor, or faculty member regarding responsibility, payment of medical bills, and liability issues to Facilities Management at facilities@delta.edu or ext. 9209, B163.
    5. Avoid statements to the injured, or those acting on behalf of the injured, which could be interpreted as admission of responsibility or cause of the accident or occurrence.
      1. Never suggest or admit responsibility by an employee or by the College for an accident or injury. If a claim is filed, this information will be determined by the College's insurance company.
      2. Never offer voluntary payment by the College of any medical bill, including the cost of an ambulance. The injured is responsible for payment of all medical bills.
      3. Never advise a medical facility to bill the College. The patient is responsible for payment of all medical bills.

 II. Responding to a Situation - Main Campus

    1. Notify the appropriate supervisor or faculty at the time of injury.
    2. In the case of a minor incident (injured is conscious and ambulatory with no significant bleeding):
      1. Immediate supervisor / faculty is responsible to insure the injured reports directly to Public Safety, N102.
      2. Public Safety will assess the injury and determine whether ambulance service to a medical facility is necessary. Ambulance transportation is by choice of the injured and Delta College employees cannot insist the injured party be transported by ambulance. Delta College is not responsible for the costs incurred by ambulance transport.
      3. Public Safety will complete a Delta College Injury Report, a copy of which will be sent to Facilities Management.
    3. In the case of a major injury (injured has lost consciousness, is non-ambulatory, or bleeding profusely):
      1. Phone Public Safety or instruct someone to place the call for help at ext. 9111. In the event, Public Safety is unavailable, use a campus phone to dial 8-911 immediately.
      2. Clear others away from the victim
      3. Do not move victim unless absolutely necessary to prevent further injury
      4. Cover the victim to keep warm, if necessary.
      5. Public Safety / emergency aid responder will assess the injury and determine whether ambulance service is necessary. Transportation by ambulance is by choice of the injured. Delta College employees cannot insist the injured party be transported by ambulance to a hospital. Delta College is not responsible for the costs incurred by ambulance transport.
      6. Public Safety and Facilities Management will investigate the area immediately before physical changes occur.
      7. Public Safety will complete a Delta College Injury Report, a copy of which will be sent to Facilities Management.
    4. If the injured returns to the classroom/lab after reporting to the supervisor / faculty but later wishes to leave the campus and is unable to drive, offer to call a family member, friend, etc. to provide transportation. Under no circumstance, should a Delta College employee transport the injured to their home or medical facility.

 III. Responding to a Situation - Campus Centers

    1. Notify the appropriate supervisor or faculty at the time of injury.
      In the case of a minor incident (injured is conscious and ambulatory with no   significant bleeding):
      1. Immediate supervisor / faculty is responsible to administer first aid. 
      2. Immediate supervisor / faculty will assess the injury and determine whether ambulance service to a medical facility is necessary. Ambulance transportation is by choice of the injured and Delta College employees cannot insist the injured party be transported by ambulance. Immediate supervisor / faculty may offer to call a friend or relative to provide transportation. Delta College is not responsible for the costs incurred by ambulance transport.
      3. Immediate Supervisor / faculty will relay details of the incident to Public Safety, 989-686-9112. Public Safety will complete a College Injury Report, a copy of which will be sent to Facilities Management.
    2. In the case of a major injury (injured has lost consciousness, is non-ambulatory, or bleeding profusely):
      1. Immediate supervisor / faculty, or other as directed, will immediately place the call for help at ext. 911.
      2. Clear others away from the victim.
      3. Do not move victim unless absolutely necessary to prevent further injury.
      4. Cover the victim to keep warm, if necessary
      5. Emergency aid responder will assess the injury and determine whether ambulance service is necessary. Transportation by ambulance is by choice of the injured. Delta College employees cannot insist the injured party be transported by ambulance to a hospital. Delta College is not responsible for the costs incurred by ambulance transport.
